I installed License Manager 10.2 on the same (Windows XP) machine as my ArcGIS Desktop 10.2, since I was provided a concurrent use (.prvs) license file. Now, when I boot, the machine is hung at "applying computer settings" for several minutes before completing the boot. From the log (excerpt below), it appears that this is caused by the ARCGIS daemon waiting for a timeout and then exiting with an "unknown" status code 58. Can someone explain what might be causing this?
Note that, although this seems to prevent the license server from starting properly during boot, it DOES start manually if I go into License Server Administrator and click on the START button after Windows completes its startup. This, along with the fact that the License Manager is on the same machine as ArcGIS Desktop suggests to me that ports are not the issue.
Any ideas on what might be causing this?

Also, is there a way to allow different users of this machine to access the ArcGIS concurrent license (i.e. use ArcGIS Desktop, when the license is held by the License Manager on the same machine) without giving administrator rights to each user?
